LMA has entered into an arrangement with BAE, Saab and CoA (MIWS) for the execution of all Combat System Integration work related to the Aegis Surface Combatant fleet.
 
The agreement, called the Combat Systems Integration – Integrated Project Team (CSI-IPT) Collaboration Agreement or CCA forms a collaborative enterprise organisation to execute scopes of work across Hobart Class Destroyer (SEA4000 Phase 6 and other related Destroyer Capability Enhancement (DCE) upgrades) and the Hunter Class Frigates (HCFs - SEA5000 Phase 1). The CSI-IPT evolves the current independently executing programs such as SEA4000 Phase  6 and SEA5000 Phase 1 under an umbrella enterprise organisation formed as a program of programs.

As the Project Planning & Controls Manager, reporting to the Head of the Project Management Office (PMO), you will be responsible for the CSI-IPT Enterprise Earned Value Management System and for delivering earned value management across a portfolio of Tasking Statements within the CSI-IPT.

This will be undertaken in accordance with the CSI-IPT Collaboration Agreement and the Management System Plan.

    Your responsibilities will include:

    • Act as the subject matter expert and champion for Earned Value Management (EVM), providing leadership in Project Planning & Controls.
    • Lead the implementation of EVM and ensure compliance with requirements set out in the Collaboration Agreement, Management System Plan, and Earned Value Management Plan.
    • Maintain ownership of the Earned Value Management Plan and EVMS, including associated processes, systems, and tools.
    • Develop and sustain the monthly EVM reporting cycle, supporting the governance framework, customer interfaces, and performance reviews.
    • Support internal and external reporting and review activities relating to EVM and Project Planning & Controls as required.
    • Drive consistency of EVM practices across all programs and Tasking Statements 
    • Lead and develop a team of Project Planning & Controls professionals to ensure effective support across all programs and the wider portfolio.
    • Manage the Project Planning & Controls capability, fostering continuous improvement and professional development.
    • Build and maintain strong relationships with internal and external stakeholders.
    • Engage with industry participants to ensure alignment and consistency of processes, tools, and practices.

    About you:

    • Proven experience in a senior Project Planning & Controls or Earned Value Management (EVM) leadership role, ideally within complex defence, aerospace, or heavy engineering environments.
    • Experience managing controls for large-scale programs, such as Destroyer or Hunter Class Frigate programs, is highly desirable.
    • Demonstrated experience establishing, maintaining, and auditing an Enterprise Earned Value Management System in line with recognised industry standards.
    • Significant experience leading and developing multidisciplinary teams of project controllers and planners (typically 5+ direct reports).
    • Experience working within complex collaborative delivery environments, such as Alliances, Integrated Project Teams, or managing contractor arrangements.
    • Strong technical expertise in Earned Value Management principles, including schedule and cost performance analysis (Schedule Performance Index and Cost Performance Index), To-Complete Performance Index, and variance analysis.
    • Advanced capability in forecasting, quantitative risk analysis, and driving accurate Estimate at Completion outcomes.
    • Expert-level proficiency with enterprise scheduling and cost control tools such as Primavera P6, Open Plan, Cobra, or PRISM.
